Hello everyone I would like to ask for some help regarding an upgrade to my Graphics Card.

My Machine is a Dell Vostro 200 Slim Tower
My Specs are :

Windows Vista Business
Intel Pentium Dual CPU E2160 @ 1.80Ghz , 1800 Mhz Dual Core
3 Gb of Memory
Samsung 500GB SSD
Video Card Intel(R) G33/G31 Express Chipset Family

I don't mind if I have to upgrade the power supply which seems to be 250W

any help will be appreciated!
Thanks.

Thank you "reedo_43" I'll look into it! I'm guessing i would need to upgrade the power supply as well then?

Thank you "Coozie7" at this point I just want to upgrade it to the best allowable possible, it's not for heavy use but I think anything is better than what I have now. SSD helped but video lags and its un-watchable, I'm also considering upgrading memory as well

Will do! I'll get a 400W PSU , any brand in particular that you would recommend? also is there such thing as a for a slim case PSW?

When I saw those specs I expected you to be using this system for light business or HTPC uses, it's no where near fast enough to warrant a gaming card like the GTX750Ti, frankly if you install one you'll have wasted your money.
This is still a little too strong for the base system, but cheaper cards are either diabolically slow or just lack decent connections: http://www.newegg.com/Product/Product.aspx?Item=N82E16814487053 no need for an expensive PSU upgrade either.

Thank you to both! I really appreciate taking your time to help me with this. one last question ok maybe two:
You recommended the

EVGA 01G-P3-2730-KR GeForce GT 730 1GB 128-Bit DDR3 PCI Express 2.0 Low Profile Ready Video Card

would it not be better to get the card below which seems be the same thing but a 2gb instead for 5$ more? keep in mind I don't actually know what I'm talking about :( I just see 1Gb vs 2Gb

EVGA GeForce GT 730 2GB DDR3 128bit DVI/HDMI/VGA Low Profile Graphics Card 02G-P3-2732-KR

and the second and very last question is: my machines's PSU seems to be 250W , but these cards require 300W would it still run without changing the PSU or should I change the PSU to the one that Reedo_43 Suggested?

There's no real need to swap out the PSU, neither the GT 730 nor the CPU draw much power, even under maximum load, besides Dell do tend to use good quality parts, unlike some...
Strictly speaking card like that can't really use 2Gb of memory but I know from experience that although it doesn't make the card any faster, it can make gaming a little smoother. More memory means the system doesn't need to access the HDD to load game data so often which stops or reduces those glitches you can get when; entering an area for the first time or turning quickly to look around.
If you can get the 64 bit GDDR5 GT730 for the same, or lower price, go for it, the actual graphics chip is faster as is the GDDR5 memory-despite the smaller 64 bit interface.
Don't be tempted into a silent 'passive cooled' card, despite the name they still need cooling and are known to overheat in small cases with limited airflow.
If you're upgrading for gaming purposes be aware this system is very limited by current standards, even at low quality settings and resolution it will struggle with most of the current AAA titles.
