Looking for a cheap low profile graphics cards to fit in a dell optiplex 755 (Desktop), was considering a r7 240. Also would it be worth upgrading from a E6550 (2.33GHZ) to a E6850 (3.00GHZ) to play games like Fallout NV, Rust, Dayz.

the q9550 is a great chip no doubt about it, but considering a q6600 can be free from a scrap heap if you look around a bit, for price to performance it is the best around. although, you have me tempted, I might soup up my optiplex with one of those chips...
the funny thing is I have much better computers but I really like that old optiplex...
also like iballew said, the 730 is better than the 240, and franly if youg et a core two quad, I would say the lowest GPU to get would be a R7 250, as the CPU can easily keep up, and a 730 or a 240 is really too weak for decent gaming.
I own a dell optiplex 745 with an e6600 (2.4 GHz) I finally got my hands on a core two quad q6600(@2.4 GHz) and that seemed to make a much better difference than the E6850 I tried in it later on. also with a core two quad you can play GTAV if you like those kinds of kill and mug games...
as for the card, a 240 would be fine, but I would say that a GTX 750 is a better idea, you may end up buying a new GPU rather soon with the way every thing is changing, if all you want is to play those games then get the 240.

Did you have a graphics card in it and need to upgrade the psu, the current one is only 280w, wondering if it could handle a q6600 and a r7 240.

that would be too tight for comfort, I ended up putting an EVGA 650 watt 80PLUSGOLD full modular PSU in, but that was because a friend of mine some how just had it lying around. I currently have R9 290 in it on a rise for sheer pointlessness. so please do get a better power supply, if you have the full size tower case, it will fit just fine.

Why not go for a newer core 2 quad like the q9550? Its one of the fastest cpus available for the 755 and performs similar to a modern i3. They go for 45-50$ on ebay which is dirt cheap for the amount of performance they put out. Depending on your budget, either a gt 730 gddr5 (faster than r7 240) or gtx 750 ti would turn that old 755 into a decent gaming rig that will easily play the games you listed. Because you have the dt form factor, any graphics card you choose from will have to be low profile. Also, sadly, you cannot upgrade the psu because the 755 has a proprietary psu (specifically shaped to fit in the 755). No need to worry, however, because both graphics cards I suggested use a very small amount of power.
