Graphics Card for very Old Pc

I have a very old PC (core2duo, dg31pr, 3gb ddr2 ram). It is used for web browsing and watching youtube videos. The webpages with pictures load very slowly. Can I install a low end graphics card like gt710 to load pages faster?
Will 8 year old motherboard be able to withstand 25w of extra power draw by GPU?

Yeah you should be fine with 25 watts in any system. I'd personally use this as an opportunity to upgrade your system, even if it's to a newer used one, but to each their own.
The motherboard will pass the power from the power supply to the card. Assuming we are talking a videocard that does not require its own power connector, you should be fine. I have used an AMD HD 5450 in the past for hardware video acceleration and it did help with high definition video play back. Even a cheap card like that does make a difference. The GT 710 looks to be even more capable.
