Graphics Card getting low fps

I feel like my PC isn't reaching its full potential because when I do the Hitman Absolution benchmark I only get an average of 39 fps when others with the same graphics card are getting 60 fps and up, in game though most of the time I'm getting 60 FPS, even higher when I turn off V-Sync, So why is the benchmark scoring so low? I tried checking if the CPU was bottlenecking but it seemed fine the only thing I found strange is that my GPU isn't reaching 100% load during benchmarks but during most games it is. Is something wrong with my PC or is it running normally?

Crosshair V Formula
1TB Hard Drive
Antec 900W PSU
8GB RAM Corsair 1600
 
if you are getting fine FPS when playing games and if it is getting 100% load in game then it could be something wrong with the benchmark you are using, try downloading a different stress tester and see if it works better.
 
Yeah I have all the latest drivers and I also tried the 3DMark 11 demo and scored 8345 while other people are getting 9844, I mean in game the graphics seem fine but when it gets graphically intense, it tends to stutter for like a micro-second
 
Ultra on everything
FXAA turned on and MSAA x 4
with Anti-Aliasing set as Multisampling
I should probably mention that its overclocked from 925 MHz to 1025 Mhz
 
No my friend has an almost identical hardware minus the fact that he has an SSD and people on youtube with my graphics card are getting 60 FPS in the Hitman Absolution benchmark
 


With both turned off: 39.8 FPS Average
With FXAA on & MSAA off: 39.8 FPS Average
With both turned on (MSAA x 4) : 39.7 Average
Both on (MSAA x 8):35.4 FPS Average
With FXAA off & MSAA x4: 39.6 FPS Average
 
mine is the same i have amd 1100t small over clock to 3.6 with 8gb vengence ram and a msi 7970 3gb ghz edition i get 35fps in hitman all maxed out i read in an other fourm it could be a psu problem on 3d mark basic 720p i just got p7960.
