Will NVidia GTS 9600 run Assassins Creed IV

No, It won't even launch.

The name schemes can get confusing with graphics cards,bigger is not always better.

In this case the 9600 is going on 7 years old. After the 9xxx series the name scheme changed to 3 digit families,i.e GTS250,GTX260,and GTX285. Then it's progressed through 400,500,600 and the 700 series,which is the newest as of writing this.

EDIT; No,it wont run AC4.
