The best card new in that price range would be a GTX 1660 Super. But I would recommend a a decent 450 watt PSU at the very least.

Just make sure your PSU has an 8 pin PSU cable for the GPU.

Ok. Thank youDepends. 8gb is still enough for alot of games. So unless there is a game you play that is a memeory hog you dont need 16gb.
However if you dont have RAM then yeah it would be worth buy 16gb. DDR3 should be fairly cheap and check the used market.
With either 8 or 16 be sure to buy it in a dual channel kit. For 8gb that means a set of two 4gb and for 16 two 8gb.
If you're on a budget for eveything look for a used graphics card as well. GTX1060s and RX580s are at around 100 USD these days.
