Graphics card is not recognized by my Motherboard

I have assembled a new gaming rig, and when attempting to turn on the system my motherboard does not recognize the graphics card. I have attempted to pull a seperate card I had laying around and the motherboard will not recognize that either.

Motherboard: ASROCK 990FX Extreme9 (Does not have on board GPU)
GPU: ASUS R9 280x (swapped with Sapphire Radeon HD 6870, no recognition)
RAM: 4 x 4GB GSKILL DDR3 240pin
PSU: Rosewill HIVE-1000w
CPU: AMD FX 9590 Black

I was having trouble with my PSU where the Graphics card would not even power on, making it difficult to troubleshoot whether it was the motherboard or the PSU. Now the card will power on, but the motherboard is displaying on its debugging LED a code that references that the motherboard does not recognize the GPU( d6- ftp://66.226.78.21/manual/990FX%20Extreme9.pdf on page 45)

Now I am unable to configure anything because the graphics card will not display anything on the monitor it is connected to, and the motherboard continues to say that it does not recognize the GPU. I am not certain where to go with this problem. Has anyone else recognized trouble with this motherboard or GPU, or combo of the two?
 
Could not install GPU drivers on the HDD or Motherboard, motherboard would not recognize GPU and therefore could not display anything on a monitor.
I have switched out the first of the two identical cards, and the second card seems to work. I am now installing the OS.

Maybe there is a problem with one of the cards? I am going through the process of installing OS and Drivers, we will see if the second card works later on.

Maybe I have a dead Card. I am hesitant to try and return the card to newegg since I have tried to install it into the motherboard, and previously when I returned a card to them they said it was "damaged" and would not accept a return.
