Graphics card is not recognized when trying to add drivers. Is it dead?

I have a 600W psu and I have a intel i3 2120 that im trying to upgrade to become a gaming computer. My graphics card is plugged in and hooked up correctly and the fan is going but it doesnt display anything to the monitor and it does not show up in device manager. Does this mean the card is dead or the PCiE slot is dead. I have an h61m -hvs motherboard from asrock. The motherboard has been working fine. I just bought the motherboard and the gpu off craigslist and both said they tested and they are working correctly. Is there a way I can see if its the motherboard or if the GPU is dead.
 
Boot into the motherboard bios using the integrated graphics, but with the card installed. Go to the section of the bios where it shows the pci-ex slot. It should show that you have a card installed there. Does it detect the card? If you bios doesn't see it, Windows won't.

Can you test the videocard in another computer? What kind of card is it, do you have the necessary connectors on the power supply and how are you connecting it to the monitor(VGS/DVI/HDMI)?
 


I cant test because my other computer is at my computer in college. It is a gtx 660, its all connected and im connecting via dvi because hdmi was not working either.
