Graphics Card Issue on New Build

Hi folks,

I recently built my first gaming computer. It hums and beeps and everything. Success! Well, partially. When my monitor is plugged into the motherboard (using a HDMI cable), I can run games, but the performance is pretty limited. Still, the computer runs flawlessly that way. I assume it is because it is using my integrated GPU. I tried plugging it into the dedicated GPU and when launching games, the screen goes black and a few seconds later the computer freezes (it is still on, but the speaker is repeating the last sound it played)

Here's what I'm working with:
CPU: Intel Core i5-4690K 3.5Hz Quad-Core
Motherboard: ASRock H97M Anniversary Micro ATX LGA1150
Memory: Corsair Vengeance 8GB (2 x 4GB) DDR3-1600
Video Card: Sapphire Radeon R9 280X 3GB
PSU: Corsair Builder 600W 80+ Bronze Certified ATX

I have tried updating/reinstalling the drivers, underclocking the GPU, removing and resetting the GPU on the motherboard, and whispering words of encouragement to the computer. No luck. What options do I have for troubleshooting? Might I need to replace the GPU?

Also, I tried playing a browser game to see if that would change anything. It did, but I don't think it was particularly graphic intensive. Still having the same issue with crashing.
