Graphics card malfunctioning or game?

Okay, I have been trying to figure out why I am suddenly getting 26 to 40 FPS with a gtx 660 ti on gta 4. Whereas, everyone else gets 60 plus. With draw distance maxed out as well. Someone please tell me. I have installed new drivers as well. Also powered system on and off. I am now trying to uninstall gta 4 as well. What are other suggestions/solutions? My build is in the sig.

Update your drivers. Maybe a part of your system is failing. Could be your ingame settings

Whoops, gtx660ti @ 915 MHz, amd phenom II 965 BE, Asrock 880gm le, Kingston hyper x red series 8gb ram, 64gb adata ssd, wd caviar blue 250gb.

I uninstalled it. I am now reinstalling it. I am hoping that fixes this issue. I should be getting higher than what I am now should I not

I asked is it up to date? Doesn't matter if you reinstall it or not unless it's updated to the newest version.

It is through steam and i play online so my guess is yes. I do not think it would let me play online if it were not up to date?

Well you could try playing with the settings a bit and see how it affects your FPS. Try turning AA off completely, disabling/enabling Vsync or playing in windowed mode etc. Also make sure your settings in Nvidia control panel has your gaming options set to use application settings.
