[SOLVED] Graphics Card no videooutput

Hi,

i am building a computer out of old components that are still working from old desktop computers.i now have a running/working computer:
MoBo: Gigabyte H61m-DS2
6GB DDR3 RAM (1x2GB and 1x4GB)
Windows 7 Pro
PSU: cant determine,logo and stickers are torn
and a Sparkle Graphics Card (https://www.cnet.com/products/sparkle-sx84gs1024s3lnm-graphics-card-gf-8400-gs-1-gb/)

First,i pulled out the CMOS Battery then plug in the Sparkle Graphics Card into PCIEX16 slot,
put back CMOS Battery,go into BIOS set everything,
connect the VGA Cable,the monitor light will turn on (Green) and after a few seconds change into Amber(no output).
If i transfer the VGA Cable into the on board VGA Port while the Sparkle Graphics card is plugged,there is video output,i can now see BIOS Interface.
i opened BIOS Setting and set INIT Display First to PEG,still no output.
Sparkle Graphics Card fan spins when computer is turned ON.

is there anything i missed?
Sparkle Graphics Card says it's PCI-E,isn't it compatible with PCIEX16?

According to your link, this 'Sparkle' GPU is a NVIDIA GeForce 8400 GS released in 2007. While it is a PCI-E x16 card, it's probably faulty, or the PCI-E slot in your Motherboard is faulty, or both. Old hardware will always present issues.
