Graphics card not being detected after getting new hard drive

My hard drive died, and I had to replace it. Today I installed Windows 8.1 fresh and everything seemed to be working fine. Then I launched a 10 year old game and the FPS was terribly low. Installed Speccy to check things out, and it only shows "ATI Microsoft Basic Display Adapter" under Graphics.
I reseated the card and made sure the HDMI cable is plugged directly into it. Online I saw suggestions to disable the onboard graphics. Couldn't seem to disable them with my BIOS, but I did try switching the preferred GPU detection from "auto" to "PCIE". It didn't make a difference.

What am I missing here?

three points quickly:
1. when the monitor is plugged into the graphics card itself you are NOT using the onboard graphics so I don't think there's any need to disable it anywhere.

2. when W8 was installed it just installed a basic MICROSOFT video driver. Windows always does that to avoid issues.

3. if any games become DX12 ONLY (no DX11 option) they will not work without Windows 10. There aren't too many yet, and the only ones I can think of like GEARS OF WAR 4 are only via the W10 store anyway.

I've tried the 17.7.1 and 17.4.4 drivers. When the installer gets to the "installing amd driver software" status, my screen glitches out like below and the pc automatically restarts. I haven't been able to get past this.
