Graphics Card not being detected - HIS R9 280 IceQ OC

Hi, so I decided to build a computer. Got it built. Switched the Primary Graphics Adapter to PCI-E. Yet it still was using the onbaord graphics card (Intel HD4600). I check inside and there was an 8-pin socket I didn't plug in in the graphics card. Plugged that in. DVI started working. Thought I finally got it detected but then I see it's using Standard VGA Graphics Adapter. I disable it. Still not being detected. I don't know what that is and that's about as far as I got. I have no clue what to do next.

Motherboard - ASRock H81 Pro BTC
OS - Windows 7 Home Premium 64-bit (Fully Updated)
CPU - Intel® Core™ i5-4460 Processor
Power Supply - TS Series 550W PSU
 

What, through BIOS or Device Manager? I've tried both but it still wasn't detected.
 
I've same issue here with my new Power Color R9 280x turbo duo and I see some other R9 280x owner has same condition, can't detected in our pc

So, I'm planning to replace and claim on warranty
