Graphics Card not displaying on device manager after power shortage

Hi there, so two days ago I had a power shortage at my house, after I turned on my computer and entered a game, my computer crashed.
Since then, my graphics card(RX 470) is not showing on the device manager, and when connected to my monitor there is no picture.

At first, I had code 45(device is not connected properly), but after uninstalling my drivers using ddu, even the driver software is not recognizing my graphics card.

I tried unplugging the card multiple times, but it still wont show any connection.
Thing is, the lighting on the card is on but fans aren't working(and also the card of-course) .
Any idea on what could be the problem?

Solution
This sounds like there may have been a risk of your PSU being unable to protect your graphics cards and having damaged it somehow. Provided the shortage had something to do with overcurrent.
