Graphics Card Not Performing

So I've had a ROG Strix GTX 1070 for a few months now and I've been having problems. So basically in almost every game I play I get low GPU usage and low fps on games I shouldn't. The oly games I can think of that utilize everything properly is The Division and Middle Earth Shadow of Mordor. My CPU is a i5-6600k if that helps with anything. Can someone please help me!

Make sure all drivers are up to date. I use DriverBoost4, which is the first free and actually useful driver updater I've seen and used. Also, try overclocking the 6600k to an easily achievable 4.5GHz, that might help. I did that when I needed to stop stuttering in GTAV, even though I also have a 1070.
