Graphics Card not working fully, not getting full fps.

So in CS:GO I have my fps capped at 144, but it only runs at about 100-120 fps. I have task manager in my other monitor, and it says that my GPU is only being used ~40%. And yes, I know that 120 fps is still good, but I have some serious reasons why I NEED to get 144 fps. (its for a science fair project). Is there any way I can make it run at 144 fps? Any help is greatly appreciated, as this project is due in a week. :)

GPU: Nvidia GeForce GTX 970
CPU: Intel Core i5 6600k
RAM: 16GB DDR4
DISPLAY: 1920x1080@144hz, 1920x1080@60hz
 
Overclocking the CPU and GPU will help. You can also try turning down the settings to get your 144fps.

The 40% GPU usage does not sound right for a 6600k and a 970. Do you have a lot of background processes going on? Go into task manager and close out any open applications in the background.

Ok, I forgot to put some things in there. While playing, the cpu is at around 20-30% usage, and turning down the graphic settings does nothing. (Often it lowers my fps) Also the GPU while playing is barely even warm, usually it gets around 130 degrees Fahrenheit while playing a game like gta5 or bf4. The only other open programs while playing are Discord, rgb keyboard software (Aurora), Steam, and anti-virus.

What are your CPU temps? Download Intel XTU and run a 5 minute stress test and watch your CPU temps.

Userbenchmark shows your CPU is not running great, but not terrible either. Since you are running an unlocked chip, but are not overclcocking, it will be on the low end of the benches. But it also shows that your CPU is not running its full turbo of 3.9ghz. That may be a heat issue. If it gets too hot, it wont run full turbo. So I would check out your CPU heat.

I did the 5 minute stress test, and the cpu temperature ranged from 38C to 50C, and it mostly stayed at ~45C
