Question Graphics card not working in the top x16 slot ?

This situation started a year ago with x570. Initially it was working in the top slot, but suddenly it stopped. And when trying different things I noticed weirdly it works in second slot. Eventually I ended up buying new mobo but the problem persisted. So I decided it is because of my GPU. Recently I purchased another GPU and decided to try again without success. So now I have 2 motherboards and 2 GPUS.

I start suspecting it is because of CPU. Imagine GPU is working, motherboard has lanes connecting to CPU and probably top x16 connects to the same pins on the cpu on most motherboards.

Specs of everything please cuz this sounds like a power issue or your Computer Cursed meaning anything and everything system spec wise won't work no matter what lol...............................sorry had to........................

This is really weird. I've always used the top spot for my video cards over the decades without issue. My current ASRock X570 Pro4 has had an R9 Fury, RX 580, RX 5700 XT, RX 6500 XT, RX 6600 and RX 6800 XT all without issue. This weekend I'll be putting in an RX 7900 XTX. Multiple cards on multiple boards is downright spooky.
