no matter what new game i play it goes with jumpy FPs and when i check the diagram it shows that it works, from 40%-50% and maybe sometimes jumps for a split second to 75-80%

ill send this image so you get what im talking aobut.

Solution
its because of your cpu, there is not problem with your setup, if you ever get to upgrade the CPU to a newer intel model the usage would go up in games. Your cpu is giving all its got, and your gpu cant go any faster because of that, that's why you see the gpu usage like that. And assassins creed is a little bit heavy on cpus, you could try reinstalling the GPU drivers to see if it improves something. What you need is a new CPU if you dont want to see that in games.
Those readouts look quite normal for a GPU running a modern game.

If you find your framerate jumps around too much in-game, you can either reduce the detail settings of the game, reduce the game's resolution or try enabling V-Sync option in the game's graphics settings menu. This will limit your framerate to something evenly divisible by your monitor's refresh rate. Keep in mind you tend to lose framerate as a result, however.

The spikes you see on the GPU readout are to do with your GPU suddenly having much less work to do when you quit playing the game. They are very normal. If you want an honest readout of how much work your GPU is doing try alt-tabbing out of a game and immediately check your GPU monitoring software to see how hot your GPU is, what percentage of power it is devoting to the game etc. Remember, as above, games use fluctuating amounts of GPU resources depending on how detailed the scene is that you're viewing at any time.

Unless your GPU is overheating, crashing, showing driver errors or displaying visual artifacts (visual glitches/errors) during gameplay then what you're seeing is entirely normal.

Thank you
one thing i noticed is no matter what settings i choose i get kindo of the same framerate
so low graphics lets say they give me 48 fps then medium graphics give me again 48 (the framerate is jumpy tho) high settings again average 48

If you're still concerned you could try updating your Graphics Card Drivers from the manufacturer's website or AMD's website.

Simply download the latest, non-beta drivers from either website for your GPU model.

Remove your old drivers by going to Add/Remove Programs and removing them from the list or by going to Control Panel > System > Device Manager > Display Adapters > Right-Click your GPU and select 'Properties' > Click 'Drivers' Tab > Select 'Uninstall' buttom.

Reboot your system and install your new drivers.

That might improve the situation.
