Graphics Card Not Working Well?

I have been experiencing FPS lag while being in 25 man raid groups in World of Warcraft and drop to nearly FPS, any ideas to what would cause this issue?
G Skill 2x4gb DDr3 Ram
750W Corsair Power Supply
AMD Phenom X4 840 3.2ghz Processor
 
Your setup looks fine enough to run the game on high settings and getting 60+ FPS, how much exactly is your FPS right now?

60+?
Its working fine then.

40-60?
Some other process is taking up Memory. Look up for it in Task Manager.

below 40?
Your RAM have issues. Run MemTest x86 to look for problems.

When im doing nothing in game it goes anywhere in between 49 to 70 FPS when im in 25 man raid i go anywhere from 10-23 fps, i ran a memory test and it seems to be doing just fine
 
Try disabling all your addons, as some addons that have not been updated can cause major lag in the game. Dunno if this would help, but try running repair. Or delete Cache, Interface and WTF folders.

Also,

-Set every graphic details to low vsnyc off
-Use the following macro:
/console groundEffectDensity 16
/console groundEffectDist 1
/console horizonfarclip 1305
/console farclip 177
/console characterAmbien 1
/console smallcull 1
/console skycloudlod 1
/console detailDoodadAlpha 1
-Try to close dpsmeter like recount (or any related) and tidyplate (or any enemy name plate related addon). Keep the addon memory as minimum possible
