[SOLVED] Graphics card not working

I cant get my graphics card to work. When its not installed the onboard hdmi display works but when i install the graphics card and plug the hdmi into it it flashes the splash screen and it wont let me into bios and it wont display and then says no signal? Does anyone know how to fix this?
PC SPECS
CPU: i7 9700k
Graphic Gard: Asus rtx 2080ti
Storage: 1 TB 970 m.2 samsung evo ssd
Motherboard: Asus ROG Strix z390-h
PSU: Rosewill 1200w 80 plus gold

Have you tried working with a donor PSU(that's made reliably) to rule out a faulty GPU or a faulty PSU? Breadboard the system with bare essentials and gradually work your way up adding components.

Also, are you on the latest BIOS update for your motherboard?

I figured it out the graphics card was DOA i had put a different card that in that i had and it worked just fine
