Graphics Card or PS4 Pro

So in Australia here we have some pretty riduclous prices. I have a 4k monitor which i currently use at 1440p cos my GPU is too old (4gb gtx 680). What i want is to be able to get 30 fps with decent settings at 4k and 60 fps at 1440p. This is a freesync monitor
Onto the question, if i were to trade in my current ps4, i could get the PS4 pro for $350. Here, thats the same price as the cheapest 4gb RX 480 (sapphire nitro), and the 1070, which would be really great, starts at around $650 at cheapest. Would it be better to grab the ps4 pro or upgrade my graphics card and if so, which one?
Here are some pros and for each that i've come up with

Ps4 - much better value by far
Graphics card - can play whatever game at whatever setting i want (not ps pro optimised games)

Assuming you have a good CPU i.e. fairly recent i5/i7 then I think your 4k goal is PS4 pro or 1080. The 1070 can't always deliver 30+ fps in AAA titles even at high settings and at 4k and you can pretty much forget 4k @30fps on the RX480. Therefore I think my choice would be if I can afford to eat and buy a 1080 I would go with the PC as personally I think it's a better platform otherwise I would get the PS4 Pro.
