The fan on my AMD Radeon HD 6800 graphics card broke and my computer now shuts off if I try to watch a 6 minute video. Shutting down most likely due to the GPU Core going from idle 55~60 degrees Celsius to over 100. The air in my room is also hot nowadays since it is summer.

I don't know much about computers so I'd like to ask. What should I do to prevent my GPU from overheating? What are the cheapest yet most durable/efficient solutions?

If It really is broken and isn't something with the software then you could either:
1. Take it out and just use motherboard graphics
2. Get your GPU refunded (if possible).
3. Water cool it. I would recommend this if you weren't looking for a better GPU and wanted to spend as little money as possible. Here is a good website for it: http://www.corsair.com/en-us/hydro-series-hg10-a1-gpu-liquid-cooling-bracket
Before you start disassembling your GPU (If you wanted to water cool it) I would recommend getting as much info on the warranty for your card. You could just get another one for free. Hope this helps!

Even though water cooling it may be a cheaper option, it could be a better idea to get a new graphics card altogether, since most computer chips could wear out or break down in time.

Ya If you wanted a new better one for the same price get the new gtx 950 or go the extra $50 for the 960, which is one of the best performance/dollar cards out right now. The 950 just came out so you might have to wait a few days if you want to save a little money. The 960 is already out, I would recommend this one if you were going to buy one: http://www.amazon.com/EVGA-GeForce-Dual-Link-Graphics-02G-P4-2966-KR/dp/B00SC6HAS4/
The fan stops when not under load and it comes pre-overclocked by about 200 Mhz.

Call me crazy, but I only use 80mm case fan, just attach it to the card with strap cable, connect the fan to power source and done, play casual games and the temp never get above 70 C. :)
