Solution
If you go into the settings, you can enable user control and set a fan curve.
At the moment, I would recommend something like 80% at 80C, 70% at 75C, 60% at 60C, 50% at 55C, and maybe 40% below 50C, or something like that.
See what your temps are after that, and act accordingly.
If your temps are still higher, bump all those %s up 5-10%. If your temps are way low, you can reduce them a little bit for less noise.

all the sudden when i closed bo3 the gpu temp went back down to 56c the rpm is 1612 with nothing open now

well thats probably why the % is 33 but its set to auto what should i put it on

You're just trading off for higher noise levels while struggling against the design of the card. The GTX 970 has a Temp Limit of 80c, exactly the temperature you are seeing. That is the card's target operating temperature. It will adjust Turbo Boost clock speeds, fans, and voltages to make the card warm up and reach exactly 80c. Then it maintains that temperature by reducing Turbo Boost clock speeds and increasing the fan speeds.

The point is, again, that the card was designed to operate at exactly 80c. You can confirm that by looking up your Temp Limit setting in Afterburner. It will be 80c, and is manually adjustable as part of your overclocking efforts. It's best to understand how Turbo Boost works, and then you can make whatever adjustments you think are necessary. But changing the fans without a good rationale, as I'm sure you just found out, is only creating more noise.
