Question graphics card performing below expectations

Userbenchmark doesn't state what the make and model of your PSU. Please add that and include the age of the PSU as well.

As for your GPU, can you run DDU and remove all GPU drivers, then manually reinstall with the latest drivers sourced from Nvidia's support site, in an elevated command, i.e, Right click installer>Run as Administrator.

If I'm reading that BIOS date right, you have BIOS versions pending update as well.

Honestly I'm not sure what the graph is trying to say vs what the site is trying to say. Assuming the lines in the graph are a distribution of the scores other people are getting, most of the scores fall between 27.5% and 29%, with OP's card settling around 27.8%. This means the card is performing slightly below the median, but not enough to really chase after.

But saying this is performing below "expectations" in big scary font makes it seem like it's doing worse than it actually is in the grand scheme of things.

I don't think there's anything necessarily wrong with the system, though faster RAM may help.
