Question Graphics card problem - broken or not

As topic said, on fresh boot, my desktop was artifacting (white dots and stripes on videos).
I turned off and rebooted and they were gone.
I've since then tried all sorts of benchmarks and vram tests (checked ram already for 30m) and cannot reproduce the error. Any ideas?
I have a corsair psu 630w (>30A 12v - 2.5yrs old) ryzen 1500x 16gb ddr2400 2ssd and the card,
geforce gtx 1070

no integrated gpu but I have another working card. problem is atm, i'm not experiencing this problem with neither of the 2. I can only check for monitor issues

just noticed something I did really stupid....
The psu was installed the wrong way round... the fan instead of facing the mobo it was facing upwards. Installed pcs for over 10y first time happened.
Well, apart from feeling stupid, it still doesn't explain why that issue (if it was gpu related) happened while cold booting.

my bad, I have a thermaltake Berlin. 12v has 46A. More than enough
Of you need the exact model I'll have to unscrew- if it's necessary, I'll do it again
