Graphics Card Problem?

I don't really have any idea what's going on but I just built a new computer with the specs:
i5 4590
xfx r9 280
16gb hyperx savage
PNY 480gb SSD
ASUS Z87A-Express
Corsair CX 750 W power supply

And for some reason, after doing certain tasks, these horizontal lines appear on my main monitor, and if I unplug my main monitor, the lines go to the second monitor (which becomes the main monitor)

remove and reseat the gpu and unplug and re-plug in the monitor to see if that helps other than that see if the gpu has its own heatsing and clean it off and re-apply it. if nothing helps try another card (borrow one from a friend to test it. if the other card works yor card is defective have the place you bought it from replace it.
