Graphics Card Problem

So My old graphics card did this thing where it would shut down when I was playing a game, so I took it up to a local computer "fixer" and they made me buy a whole new graphics card and it's still having the same problems like my old and my pc can't even turn on now.

Likely a power supply issue, but you didn't actually tell us anything about your PC, so it's difficult to give you specific advice.

It's totally turning off and not turning back on.
