What kind of work? If it's not video editing or something that benefits from 8 cores, then an i5 could likely be fit in a ~$1k budget. As for GPU, I'd recommend an R9 280 or higher.

I just picked that one because someone told me that this CPU competes with a 4690k, but it's cheaper.

Could you recommend me a specific CPU and/or Graphics Card for this budget? There are many types of R9 280, and I"m not sure which one to buy.

This i5 if don't plan on overclocking. It's the same price as the 8350 you mentioned. If you do want to overclock, get a 4690k instead.

The i5 has stronger cores than the AMD 8350 and since games usually use 2-4 cores, the i5 will give better performance.

For graphics cards , this is a good R9 280

If you plan on playing the latest AAA games at high settings then I'd recommend you try to fit in a GTX 970 if you can. Notable brands are ASUS, MSI, EVGA.
