Graphics Card Recommendations

Hi everyone, I'm looking for a graphic card, but of all the parts in a PC i can never decide on a graphics card. The uses for the PC will be Photoshop programs and the like with maybe some 3d animation programs, and games. The most demanding game I can foresee me playing on this would be Fallout 4. Can someone help me out, and is it worth getting an 8GB graphics card over a 4GB one if I'm only running one and a very unlikely maybe of 2 monitors? Budget would like to sit at 300$
