Graphics Card Running Slower Than expected HD 7970

hi,
I recently purchased (i know its an older card, hence why i bought it at such a small price) a hd 7970. however it seems to be running a lot slower than expected? I just got rid of my gtx 660 and it seems to be performing the same as that?!
I cant see there being a bottleneck by my fx 8320 cpu running at 4ghz and I have been checking temps and there is nothing out of the normal?

I have the latest drivers as well

what could this be caused by?

Your guess is as good as ours seeing as you haven't gave us any/many details about your system and slow it is.
