Graphics card starts for a few seconds then stops during startup

This happened to me a while ago. I have no display when I connect my monitor to the graphics card. Right now I have to use the integrated graphics from my motherboard in order to have a proper display.

Computer Specs:
CPU: Intel Core i5 4440@3.1 GHz
Motherboard: ASRock H81M
Ram: A-data 8 GB *2
Graphics Card(which is not working properly):SAPPHIRE R7 250 1GB

What power supply are you using?

It sounds stupid, but make sure that all of your PSU connections are fully and securely connected. It's really the most common mistake we all make.
Failing that, can you try the GPU in another PC, or another GPU in your PC?

Also "this happened to me a while ago" - did it just randomly stop working, or has it never worked?

Does the rest of the PC boot fine? You just get no signal? Do the fans on the GPU start normally?
