My Dell Dimension C521 worked perfectly with my Radeon HD 6570 for a couple of months. Just recently I turned on the computer and there was no display! At first I thought it was a graphics card problem, but the card works as I have tried it in another computer. The cards fan is spinning, and I made sure that it was seated properly in the PCIE slot. I then connected the VGA Cable to the Motherboards Graphics, and to my surprise it worked. In the BIOS it says that there is no PCI device in the slot. I tried installing a fresh new Windows 7, that didn't work either. Any solutions?

Yes I tried that. The problem is the bios wont detect the graphics card at all. It says that there is nothing occupying the pcie port.

Dell Dimension C521
AMD Athlon 64 x2 4200+
2GB DDR2 Ram
AMD Radeon HD 6570
500GB Segate HDD
The PSU is 280 watts (not sure of the model though)
The graphics card worked for a good 4 months, so I don't think it has anything to do with the PSU wattage being too low.
