MSI R9 390x gpu

My R9 390x was overheating when Id play borderlands 2 so I pulled it out to see of I could clean it. when I plugged it back in it worked fine until I started borderlands 2 then it would begin to restart my pc. So I cleaned it out with compressed air and a toothbrush and after reinstalling borderlands 2 its worked fine. when I started overwatch however it has straight died and refuses to give a signal. it still lights up and the fan still runs. is it salvagable?

I'm afraid that it's probably dead. Those GPU chips don't tolerate too much heat. When a graphics card is old and it's constantly overheating it's slowly beginning to die. It may have reached the end of the road but in order to be sure you have to test the card on another desktop PC. Only then you'll be 100% sure. Additionally please post the PSU model since a graphics card depends a lot on the PSU operation and a bad/failing PSU could cause GPU issues or even kill the graphics card. Good luck.
