Graphics card stops for getting signal and is not working

The computer won't get a signal when I put the gpu in but will when I take it out and the fan spins for a second and then stops, I know it is not fried because the fan spins for a second.

The parts are
Intel Pentium G4560
GTX 1050 ti
Gigabyte H110M-H
x2 4gb ram
VS 550 (power supply)

New build, old build, did it work before, did anything happen before it stopped working? Check for a BIOS update for the motherboard. If that does not work, you can test the card in another system, maybe a power supply issue. You have the video cable in the video card right?
