Question Graphics Card Suddenly Under-performing

I own an older card, a GTX 950, but it still usually performs reasonably well. For example, I purchased The Outer Worlds and was running it on Very High settings for 2 full days at 60 fps. This morning, however, every video render of any kind started stuttering like mad. Games, YouTube videos, Netflix, everything. Streaming applications act like there's a buffering issue, and games run at around 10-20 fps. Ostensibly, nothing has changed. Literally the only thing new on my computer is a new version of the Unreal Engine Editor, but I don't see how that could affect my system in such a broad way. Any ideas what could cause a card to do something like this?

monitor your temperatures while your playing try something like hwinfo etc

Temps never exceed 65c under full load.
