graphics card throttling?

hi guys,
basically when im playing bf4, i get about 50 -80 fps on high settings, which i am fine with, however i want to try and get always above 60
when i look at my gpu usage i have 80% usage and my cpu usage is 60% so i have no bottleneck,
my graphics card is a msi r9 270x hawk edition and temps never go higher than 60 degrees c, so shouldnt be any thermal throttling,
but when i go up to ultra settings, gpu usage goes up to 97%, but fps is 45.
please help me.

You should a chart that compares GPU/CPU usage and FPS in real time, possibly for both Mantle and DirectX. It would help immensely.
