Graphics card turns off

I have :
AMD Athlon X4 860K
Gigabyte GA-F2A68HM-DS2
XFX RADEON R7 260X
Elixir DDR3 8GB
Aerocool VX-450
Seagate 1TB SATA HDD
Those parts were bought few days ago, I assembled them, and tried to run it, but when I turn it on graphics card fan turns on for few seconds, then turns off and repeat. I tried plugging in Radeon R7 360 instead, which gave me the same result, also tried to plug in two different displays through DVI and HDMI, none of them worked, I didn't get any visual, the pc doesn't beep. The 8-pin, 24-pin and 6-pin PCI-E are all plugged in. Any help would be appreciated
 
Its most probably your power supply, it cant run all components of your pc with a low wattage on 12V rail which is causing problems. I have the same gpu chip and more powerful cpu than yours and dont face any issue. Replacing your psu will surely help.
 
But wouldn't it at least get to the POST while under no load at all? Or at least make a beep sound. Also my PSU has only 24W less than yours on 12V while running less power hungry CPU, so I don't think that's an issue.
