Graphics card under-powered?

Hi all,

I recently upgraded my graphics card from a GTX 680 to an MSI R9 290 4GB. (OC)
When I upgraded, I also formatted to fresh copy of windows with all most up to date drivers.

I use a DVI-D cable and 120hz monitor
When changing my refresh rate from the default 60hz to 120hz, the screen would go black and I would hear the windows system sound for "new hardware device" playing a few times.
The screen would then come back and it would still be back on 60hz.
Then I tried turning the monitor off half way through this process. This worked and I managed to get 120hz.

However, when launching any game for the first time since windows boot. My monitor will go black and I will hear the same windows system sound again. Then the screen comes back and it's all distorted with colorful vertical lines. After about 7-8 seconds, the screen returns to normal and I can play just fine.

Very strange. Is this signs of a faulty card? Or more likely just under powered?


System specs:

CPU: i5 3570k
RAM: 2x4GB Corsair Vengance 1600mhz
MOBO: Z77-D3H (rev 1.0)
GPU: MSI OC R9 290 4GB
SDD: 128GB
HDD: 500GB
CDROM
PSU: Corsair builder series 600w


(I know the manufacturer recommendation is 750w minimum for the graphics card, but I read online that 600 should still be OK?)

Thoughts?

Thanks for the fast reply Robert, am I running at any risk right now would you say?

Also, if I got an EVGA SUPERNOVA NEX 750B 750W
Would this do the trick?
