Graphics card upgrade for Dell Studio 540

Hello, I'm looking to upgrade my Dell Studio 540's graphics card. I don't really know where to begin, so I'm looking for suggestions.

Here are the specs of my PC:

Intel Core 2 Quad Q8200 2.33 Ghz 2.34 Ghz
6 GB Ram
ATI Radeon HD 4600 Series

Currently I play The Sims 3, and it runs somewhat well, but with several slowdowns.

I'm looking to play the new SimCity game and would need a card that meets above game specifications:

SimCity (2013) Requirements

ATI Radeon HD 2x00 or better*
nVidia 7800 or better*
Intel Series 4 integrated graphics or better*

Additional Info

Budget: Around $200

Monitor Res: 1600x900 but would like to upgrade to a 1080p monitor

Hi You already have it right there, everything is more then the requirements.
I'm guessing your slow downs in the Sims may be something more to do with your HDD showing its age then your GPU or CPU.
