Graphics card upgrade (low budget)

Hello, i want to upgrade my old gtx 460 for a newer card since most recent games are preforming bad on my Pc. But since in my country GPU's are expensive as hell, what is the the best option to suit my needs? I was considering a gtx 950 or an RX460 since thats the range of my budget, but are there other better options in the mid range?
Also i dont spect ro run the games on ultra settings but i would like to run them on high or at least medium settings at 1080p.
Also my display is a 32 inch Full hd monitor
Here are the specs of my Pc.
Intel core i5 4460
16 gb ram
motherboard gigabyte b85 dsh3
PSU 650w

P.D. Also i do some video editing with adobe premiere and after effects.

Both the RX 460 and GTX 950 are in the same class of cards- budget gaming. Depending on the game, one or the other may be faster but not by that much. These cards will game at 1080p medium settings in demanding games, high settings on less demanding games like CSGO or Dota 2.

One other consideration is it looks like Nvidia has a 1050 and/or 1050ti coming out this month. These cards might be around GTX 950 in price and performance. If so, you might prefer to buy one of those. Only you know if waiting to see these cards is worth it to you.
