Graphics card upgrade

I have a Rx 460 4gb, if I buy a second one will I be able to play ark at epic instead of minimum preset? Or do I need a gtx 1060 6gb for that. I have a amd Fx 8320 cpu with a cryorig h7 cooler on it , so will that work?

Don't bother with Crossfire (CF), the game driver support is pretty poor and with the high prices of GPU's currently it's not worth it. What settings are you using currently and what resolution. Please also post your CPU & GPU usage while gaming.

Run YOUR game, but lower your resolution and eye candy.
If your FPS increases, it indicates that your cpu is strong enough to drive a better graphics configuration.
If your FPS stays the same, you are likely more cpu limited.
The cpu performance of your FX-8350 may be the primary limitation.

What is your motherboard? Is it cf capable?

If you do decide on a graphics upgrade, buy a single strong card.
CF will win you synthetic fps benchmarks.
But, your gameplay experience is likely to be better.
Dual gpu, particularly with low end cards is prone to stuttering and screen tearing.
More games are not supporting dual gpu(I don't know about ark)

I suspect you would be much happier with a GTX1060.

Your FX 8320 and the platform it runs on are holding you back. My youngest runs the 1060 and it does quite well , go with it.​

my cpu usage is around 60% and my gpu around 99%
i play at 1920x1080 at the medium preset, it is mixed settings all over the place including one or two on epic

You'll be better off with a better GPU however with prices pretty high you may just want to lower settings a little bit to keep the FPS at a playable amount. If your motherboard handles overclocking decently you may want to consider overclocking your 8320 and possibly your GPU as that may help.

Be careful how you interpret task manager cpu utilizations.
Windows will spread the activity of a single thread over all available threads.
So, if you had a game that was single threaded and cpu bound, it would show up on a quad core processor as 25%
utilization across all 4 threads.
leading you to think your bottleneck was elsewhere.
It turns our that few games can usefully use more than 2-3 threads.
How can you tell how well threaded your games or apps are?
One way is to disable one thread and see how you do.

You can do this in the windows msconfig boot advanced options option.
You will need to reboot for the change to take effect. Set the number of processors to less than you have.
This will tell you how sensitive your games are to the benefits of many threads.
If you see little difference, it tells you that you will not benefit from more cores.
Likely, a better clock rate will be more important.
