This is my current computer specs and I want to do a ram and GPU upgrade.

Given below current specs
Intel(R) Core(TM) i5-3570K CPU @ 3.40GH
Mainboard Model P8Z77-V LX
NVIDIA GeForce GTX 680 GDDR5 2 GB
DDR3 4GB x 2

I want to play play 1080P for the moment and want to be able to play 4k after upgrading the monitor.

please let me know the best compatible graphics card that I could upgrade to

I think RX580 8g is the best card @1080P 144.

And I think there will be a bottleneck if you use RTX 2060s or high-end graphics with i5 3570K.
But if you wanna play games under 4k, I suggest you can consider to replace the platfrom. And DDR4 RAM is cheap now.

For 4k, depending on settings (ie no antialiasing) 1080Ti and up.

Your cpu should be enough at 4k but your ram, id recommend upgrading to atleast 16GB. The amount of vram data in 4k passing in and out of system ram is most likely going to run out and hammer the pagefile.
