Graphics Card used as Secondary?

Okay so I tryed out another graphics card, installed the drivers for it, didn't like it so I gave it back. I put in my older card and now it shows up as a detected hidden device that is used as secondary. Looking further into it, the computer is using the onboard chip(Microsoft Basic Display Adapter) over the graphics card chip. I have noticed a big difference over quality of simple games whenever it no longer uses the card's chip. I have even noticed a difference in simply closing windows when I never had the problem before.

First, make sure the monitor is plugged in to the graphics card, not the mobo.
Uninstall ALL the graphics card drivers. You may need to use a program like CCLEANER to make sure all traces are gone.
Go into your machine's BIOS and set the graphics priority; make sure it is "PEG" or "PCI Express".
Boot up the PC, and make sure you're getting video (Windows will use generic drivers). Then re-install the drivers for the card you are using.

There are only two settings in bios: Auto and Onboard/PCI. It is currently on auto. It is a dell computer so very limited bios, also the fact that the board is BTX so I can find no cases for it. I will try your suggestion but I remember that it was difficult to get an ATI Radeon x1500 to actually work on windows 8. Had to use a method in some forums that used a program called Mobility Modder which fixed it.
