Graphics Card very slow at Watch Dogs

GTX 1050 4GB and 1 fps at Watch Dogs.
Why is it 1 FPS even though it is high-end for such game?

Well, the game is 5 years old which is made to run with GTX 7xx - 8xx video cards, for 2013 it would pretty much be high-end.
Yes, the driver has been installed but the monitor is controlled by the Intel Control Panel instead of NVIDIA.
My specs are:
8GB RAM
Intel i5 7th Gen
1000GB HDD

Even in 2013 performance wise the 1050 would have been mid range as the 760 and faster GTX card are still faster than a 1050, and the only 8xx series cards were laptop gpus and they were just rebrands of mobile 700 series, on desktops Nvidia skipped the 8xx series and went to the 9xx series.
