Graphics card via USB 3

First of all, my question may angry some people here. I didn't imply that I know everything I'm relatively new to the all hardware part of the PC, so don't hate for nothing.
My question is this: Is it possible to create a graphics card that connects to a PC via a USB 3.0 interface assuming, we're connecting an external PSU that powers the card's cooling and electronic parts.
Knowing that the USB 3.0 interface is a full-duplex with a high speed of 4.8 Gbps (or something like that) and it's connected to the north bridge just like the PCI-Express interface. the difference is that the USB 3 is more widely accessible.
It can be helpful for laptops that don't have a very powerful graphics card on board.
 
USB graphics cards do exist, but the performance tends to be fairly poor. They are more for use where you want to drive a large display from a laptop. There's a site here dedicated to them: http://usbgraphicscard.net/
