Graphics card weirdness, is it dying?

7600K, 16gb ram, asus z170, rm850, xfx r9 390x

I have been having some strange issues with my GPU. Infrequent Asus Anti Surge protection, Radeon Watt Man reset, and even 0 W showing under power on CPUID.

Note: used mainboard (Got it from a friend for free, before people ask about kaby lake on z170..) also, 7600k was cheaper than 6600k.

I was using MSI Afterburner for awhile to do GPU OCing but i randomly had AAS go off and reset my computer. Once i logged in afterwards, i had Radeon Watt Man pop up and reset my settings. then when i opened Afterburner i noticed all the options at 0 and couldnt be reset.

Already did drivers (even a reinstall), games actually run fine (might have reset once), and ive done benchmarks.

I searched for this issue from other sources but i came up empty.
