Question Graphics Card will not work unless clearing CMOS

Hello everyone, and thank you for the help in advance!

I'm trying to revive one of my old builds, and for some reason, my graphics card will not work unless I clear CMOS.
I'm currently running an AMD FX 9590, Crosshair V Formula-Z Mobo and 16GB RAM. I originally had an XFX R9 290X in it, but I switched it out for an XFX Speedster RX 6500XT. I haven't done much to troubleshoot. I have discovered once in a blue moon, the monitor will cut out during use, but I can usually get it to reappear by unplugging/replugging the HDMI cable.

Also, if it makes any difference, I'm using a BenQ RL2460HT as a monitor.

I appreciate any/all help with this. I'm in the process of bleeding the air from the loop right now, but I'll be done with that no later than tonight, and I'll check back to start troubleshooting. Thank you!

Update the BIOS to the latest version if it's not already.

What is the exact model of the power supply you are running this system with?

Have you tested the CMOS battery to see if it is dead or weak, or replaced it? Given the age of that board, replacing it with a good CMOS battery is probably a good idea.
