Question Graphics Card will not work?

So last week I turned my PC on and my graphics card (MSI MECH OC RX 5700) was not running. I took it out and put it back and it worked fine easy peasy. It did this 2 more times in the span of about 36 hours. 2 days after the first occurrence it simply would not run. Taking it out and putting it back in no longer works. I’ve had this PC for over a year. I have only been able to do hardware troubleshooting because nothing will display.

The troubleshooting i’ve done so far are:
  1. Trying a different graphics card, a Sapphire Pulse RX 6700XT
  2. Trying different outlets
  3. Trying different RAM
  4. Removing SSD
  5. Buying a new power supply
  6. Buying a new motherboard

Nothing has worked. Also note that the graphics card worked just fine inside another PC. After buying a new PSU and Mobo my suspicion is the CPU. Another weird thing to note is that after letting it run for about an hour, the GPU is warm. The top plate is warm and the heat pipes are warm. However, the fans aren’t spinning and nothing is displaying. Would that mean my graphics card is ON but refuses to actually function?

Mobo: Asus ROG Strix B550-F Gaming Wifi
CPU: Ryzen 5 3600
CPU Cooler: ID Cooling ZoomFlow 240mm
GPU: MSI MECH OC RX 5700
SSD: XPG S240G 512gb m.2
SSD: PNY CS2130 1TB m.2
DRAM: Corsair Vengeance RGB Pro 3200hz 2x8

Specs tested with:
Trident Z Royal 3200hz 2x8
Sapphire Pulse RX 6700XT

Mobo: MSI MPG B550 Gaming Edge Wifi
