My friends R9 280x has fans spinning but not picture on monitor. he says the fans spin on then spin off and repeats and he says he doesn't see anything on the monitor. is his card faulty? it worked earlier but when he uninstalled his motherboard to put on the Hyper Evo 212 cpu cooler and put it back into the case, his grapics card spins its fans on then off and no picture. He has a EVGA 750 B1 power supply with a msi Mini atx am3+ motherboard.

make sure its seated properly, could also be the 24pin motherboard power connector is not properly connected, make sure all power connectors are clipped into their sockets.

Make sure power connections are secure.
If you can , try that card in another pc.
It worked before the motherboard got taken out , Could have damaged the motherboard

.... that makes no sense. unless the cpus fan were not spinning causing the cpu to overheat and shut down.
