Question Graphics card won’t boot.

So I have already tried a rt 5700 gaming x from msi and this occurred when installing that also. Had to send back.

But now have a GeForce rtx 2060 super and same issue.
When boot I am unable to get to windows. Only able to on safe mode. Have tried drivers and every time I get part way through the GPU stops outputting hdmi signal.
No onboard graphics on mobo due to ryzen 5.

Spec wise.
700w coolair psu
Amd ryzen 5 3600
Msi b450 vdh max mobo
16gb fury ddr4
500gb ssd
2tb hdd
Win 10 64bit

At such a lost end on this please any help would be appreciated.

Meant to say it works only when no drivers loaded and using basic ms graphics output now. Had to do fresh instal and just waiting for all updates to download now before looking further.

Update now. Black screened when downloading updates from winupdate.
